The American Association of State Highway and Transportation Officials has appointed a new chair and vice chair for its Committee on Civil Rights.

AASHTO’s Committee on Civil Rights seeks to share research and best practices with the organization’s members on programs such as Disadvantaged Business Enterprise (DBE), equal employment opportunity, on-the-job training, plus Americans with Disabilities Act supportive services.

Michael D. Bryant

AASHTO named Michael D. Bryant, director of the civil rights division at the Texas Department of Transportation, to a two-year term as the chair of its civil rights committee.

At TxDOT, Bryant has worked on a variety of matters related to civil rights, Historically Underutilized Business and DBE issues, comprehensive development agreements, intellectual property and the agency’s information technology outsourcing.

AASHTO also named Florentina “Tina” Samartinean, assistant administrator for employee and business development at the Arizona Department of Transportation, to a two-year term as vice chair of the civil rights committee.

During her nine-year career at the Arizona DOT, she has also served as contract compliance and training officer as well as a management analyst specializing in Federal compliance.
